OIRCA

The Office of Institutional Risk, Compliance, and Audit (OIRCA) has been tasked by the University’s Audit Committee of the Board of Trustees to provide the campus community with a comprehensive approach to governance: examining operations through independent audit and advisory services, anticipating future challenges by facilitating institutional risk management, and helping campus partners navigate current regulatory demands by coordinating the institutional compliance program.

By integrating risk, compliance, and audit, we provide a governance framework that supports the University at every stage of operational decision-making. Our office works collaboratively with campus partners to turn objective insights into strategic advantages, confirming University resources are used effectively, risks are managed proactively, and compliance is maintained appropriately.

Our Services

To support your department’s specific needs, our services are organized across the three phases of the governance framework. Select an area below to access tools and guidance:

  • Audit & Advisory (Evaluation & Insight): We look closely at existing processes, internal controls, and operational systems. Through independent, objective evaluations, we help your department identify opportunities for improvement, safeguard the University’s assets, and build stronger core practices.
  • Institutional Risk Management (Foresight & Strategy): Through collaborative risk assessments, heat maps, and strategic planning tools, we empower your unit to identify potential challenges early and create opportunities to manage risk.
  • Institutional Compliance (Ethics & Integrity): We serve as the central hub coordinating the University’s compliance program. We work with compliance experts across our campus to foster a strong culture of accountability and ethics.

Sustaining Our Culture of Integrity

An effective governance framework is built upon transparency and the shared commitment of our faculty, staff, and students. If you observe or suspect financial irregularities, safety standard violations, regulatory non-compliance, or any unethical behavior, there are secure avenues for you to report these concerns.

Notably, the University utilizes an independent, third-party hosting service to guarantee confidentiality and provide anonymity if desired for those who speak up. Furthermore, we strictly enforce a non-retaliation policy—protecting any individual who reports a suspected violation in good faith is fundamental to our institutional values.
